Job Title: Technical Project Manager/Scrum Master - Remote | WFH
We are actively seeking a highly skilled Technical Project Manager with extensive experience in .NET development, software development lifecycle (SDLC) methodologies, Scrum practices, SharePoint administration, and website management. In this pivotal role, you will lead a dedicated team in the planning, execution, and successful delivery of technical projects, ensuring alignment with organizational objectives. Collaboration with various cross-functional teams to oversee the management and upkeep of intranet and internet applications, as well as website platforms, will be essential.
Key Responsibilities
- Act as Scrum Master for technical teams, guiding Agile ceremonies such as sprint planning, daily stand-ups, sprint reviews, and retrospectives.
- Oversee assigned IT projects, ensuring strict adherence to budget, timeline, and scope.
- Create, maintain, and update project documentation, encompassing objectives, technologies, systems, specifications, timelines, funding, and staffing.
- Implement IT strategies that align with the agency's overarching goals and objectives.
- Develop and execute project communication plans, offering status updates throughout all project phases.
- Gather, analyze, and summarize information and trends to generate project status reports.
- Facilitate requirements gathering sessions to clarify technical and functional requirements.
- Evaluate new application enhancements that align with business models.
- Provide insights and recommendations on best practices for existing and future policies and procedures.
- Conduct internal technical reviews to improve performance and support initiatives.
- Assist in the management and oversight of assigned IT programs.
- Research and assess emerging IT technologies, presenting findings to senior leaders.
- Recommend modifications to current and future IT project priorities based on evolving business needs and program objectives.
- Create project plans that identify key issues and propose viable solutions.
- Facilitate and participate in project meetings as necessary.
- Maintain communication with customers, project team members, and cross-functional groups to support project aims and priorities.
- Possess a thorough understanding of the Software Development Lifecycle and best practices for delivering superior software solutions.
- Lead projects related to SharePoint, including development, customization, and ongoing management of SharePoint environments for enhanced collaboration and content management.
- Keep abreast of web technologies (HTML, CSS, JavaScript) for effective website maintenance.
- Manage and oversee internet and intranet systems, ensuring optimal uptime, security, and a positive user experience.
- Maintain comprehensive project documentation, including timelines, status reports, budgets, and project plans, ensuring that deliverables satisfy defined requirements.
- Ensure that websites and applications function seamlessly, are secure, and are optimized for user engagement.
Required Skills
- Strong expertise in .NET frameworks and development.
- Proficient in managing and facilitating Agile ceremonies as a Scrum Master.
- Comprehensive understanding of the Software Development Lifecycle (SDLC) and associated best practices for delivering high-quality software solutions.
- Familiarity with web technologies (HTML, CSS, JavaScript) for website maintenance.
- Excellent communication and organizational skills.
- Ability to analyze trends and prepare project status reports.
Qualifications
- Bachelor's degree or 8+ years of equivalent experience.
- A minimum of 6 years of experience within IT or software development environments.
- At least 4 years of experience in project management/Scrum Master roles.
- Certified Scrum Master or PMP Certified.
